Almost everything in Makkah gets measured against one landmark: the Clock Tower complex directly overlooking Masjid al-Haram. Hotels inside that first ring, the Clock Tower towers and the buildings immediately around them, are the closest you can get, some literally a lift ride and a short walk from the mataf. They're also the most expensive rooms in the city by some margin.
Step out one ring further, roughly a five to fifteen minute walk, and prices drop noticeably while you're still close enough to walk comfortably, ihram and all. Beyond that, you're into the shuttle-bus territory: hotels ten to twenty minutes away by road that run their own transport to the Haram. These rooms can be genuinely good value, particularly for families or groups where the shuttle cost per person works out cheaper than the walking-distance premium.
If you're travelling with elderly parents or young children, it's worth paying a bit more to stay closer. If you're a fit adult doing Umrah solo or with friends, the shuttle-distance hotels are usually the smarter money. Madinah hotels: a gentler version of the same trade-off, but not a cheaper one
Madinah is more forgiving than Makkah in one sense: the central zone around Masjid an-Nabawi is smaller and flatter, so even hotels a bit further from the mosque are still an easy walk for most people. What catches people out is assuming that makes Madinah cheaper overall. In our experience it's usually the other way round. Madinah has fewer towers directly on the mosque's doorstep than Makkah has around the Haram, so that small ring of truly close hotels tends to carry a bigger premium, not a smaller one. It's genuinely worth pricing your Madinah stay on Expedia before assuming it'll cost less than Makkah, because it often doesn't.
